Granted, they're selling OEM software but the prices seem too good to be true. Can this be legal?

Regardless of whether or not it's legal, I'd be very suprised if they actually sent you anything once they have your money.

Complete SCAM - Basically you are paying half the RRP to download warez, and OEM warez at that , for that price I'd expect LICENSING product with a volume key that wasn't bound to a single machine.
