    It's short for video in/video out. It;s a feature on some graphics cards that allows you to connect our pc to a tv or dvd/vhs or your tv to your pc among other things.

    No the Vivo is not a TV tuner card, they normally have an S Video and/Or RCA video conenction on the card allowing you to put a video signal in or out. SO if you had lets say a VCR and you ran that into the video in you could use that as the tuner and watch it through the PC but the realtime video quailty might not be too great. I think they are aimed more for video capture and output.
