Pop up ad that won't go away

Hi,

Apologies if this is not the correct place to post this.

My Dad has a really annoying pop up ad(for some kind of porn) that keeps coming up on the homepage of his IE.
He has tried anti-virus software, spyware, adware and a popup blocker to get rid of this but nothing is working.

Anyone any other ideas on how he might get rid of this?

more details - what homepage, what kind of popup window? Firefox, IE with XPSP2 and most other browsers have built-in popup blocking, but it sounds like something that's not being spawned by the browser itself.
