    thank you for that,em, but why weren't they. was it the other person hadn't enough rep to give out or something?

    Usually it is that the other person has a very low or even negative reputation. The amount of reputation that a person can give you is a product of their posts as well so if they have very few posts then they won't be able to affect you.

    My postcount is just a setting in the system.
