I was wondering wtf are some of the companies?
For instance I've never heard of HS data or Budget
For instance when I click on their link for HS data
I get some crowd in Kerry that are obviously only
    interested in the kingdom...
The Budget website was obviously designed by
    some kids with crayons...

Are there no time limits on these licences, a "use it or lose it" clause?
Can these companies just squat on the licences and
    not actually do anything?

A look on the ComReg site might be a good place to start.

Looking at those websites it looks like a some never even got off the ground www.hsdatasolutions.com is just tech support for some switches, budgetwireless has xxx's for contact numbers and no wireless rolled out as far as I know, net2cell has one link to someplace selling webspace etc, realbroadband looks like it is just looking for customers (i.e. tell them you want it and when they think they can make a big profit, they will install then).. just the big companies seem to have done anything ... very disappointing
