    From that pdf
    ComReg cannot accept that one respondent (a leading internet service provider) is unaware of the existence of software and hardware available to address this issue.
    There are currently several software offerings available to combat this issue and a simple search on any search engine will suggest a number of alternatives
    I see some of them were also complaining that there would be "data protection issues"...
