    Are you sure it's Supertramp?
Could it be 'Rio' by Michael Nesmith (1977)?

    "It's only a whimsical notion
To fly down to Rio tonight
I probably won't fly down to Rio
But then again I just might"

I think the Bangles had a song called 'Going down to Rio'.

    ELO's Goin' Down To Rio?

Bangles had a song called "Going Down To Liverpool", I don't think they had a Rio one as well. 'Course there's the Motorhead song but you're hardly likely yto think that's Supertramp.
