I am assuming that if you are a restaurant or coffe shop and are serving wines and spirits, you need some sort of licence?
And if you knew of a premises that was serving alcohol without one, you could in theory report them?
I kneed to know to whom please! :D
Don't know if this is the right place to ask, but there you are..........

Yeah, they would need to have a license, but they are usually pretty easy to get as long as you're serving food...

    Have a look on http://www.oasis.gov.ie

You should find all the info you need there.

For serving wine only, you would need a wine licence. The local cop shop would know who has a licence.

    Spoil sport. ;)

Surprisingly this seems to be quite a common practice.
