Can't get broadband cos line quality

I'm wondering can someone help me out with contact numbers on how to get my phone line quality fixed or just get broadband! I think it's a joke the way can't get BB cos a house 7 doors up from me can. I'm near an enabled exchange. What can i do to get broadband???
