How does one go about testing a PSU? Are there any bench mark programs out there that will test that it is giving a steady flow of power to a machine?

Programs like motherboard monitor will keep logs of the voltages on each rail. I think it might even be able to make graphs and the like too.

Motherboard monitor or the motherboard manufacturer's software if there is any such as asus probe. You need to do a bit of work to get graphs from MBM though, info here.
