There's complicated ways of doing it, and there's easy ways of doing it...

For the complex ones, have a look at these sites:
    http://www.afterdawn.com/
    http://www.doom9.org

They have extensive guides posted, and a forum where this has already been trashed out numerous times.

For the easy way, get NeroVision Express or Ulead DVD MovieFactory or something similar, just drag & drop your avi files and burn the DVD.

Both programs are really easy to use, Ulead has a better user interface, and in my opinion much better features.

You can also go the extra step and create your menu, add your own background images, music etc. Then you can create chapters in the AVI files, either space them out in equal intervals, or let the software do the job for you - it will try to figure out when the scene is changing significantly and put a chapter mark there.

You can get a trial version of Ulead DVD MovieFactory 3, with a few small limitations, here:

You need to encode the Avi to Mpeg2. Best program for this is TMPGenc (encode video only not audio). Next you need to convert your audio to Ac3. Do this with virtualdub (Splits audio from avi to Wav) and then convert the Wav to AC3 using besweet. Next you need to author (make menu - mix audio and sound and create DVD files - Vob's) the Mpeg2/Ac3 file - Try Tmpgenc dvd encoder. Then burn the resultant Video_TS folder with Nero.

If you wanna try a more advance/better quality method download KDVD templates and encode with TMPGenc/templates - http://kvcd.net
