Pencil Neck

    I have a skinny neck (14.5 inches around at the adams apple) and I want to do something about it and bulk it up. From looking at exrx.net, there are two main neck muscles - Sternocleidomastoid and Splenius. Which of these should I be targetting to bulk up my neck? One straightforward looking neck exercise is the weighted neck extension where you place your head between your nknees, hold a weight+towel on the back of your head and then extend it upwards. Has anyone any comments on this or any other tips.
