As far as I know, you can't apply to it for free.

Actually, you can and SHOULD apply for free via the www.state.gov site! Paying someone to do it is just paying them to apply via that site for you! A complete scam and rip-off, all they can gaurantee is that they will apply correctly, but all you or anyone else in the world gets is one application per year, so it ain't worth much. DO NOT pay anyone to apply for you. They accept applications for one month around Oct/Nov and at no other times during the year, if your application is successful you find out April-June the following year.

For the previous year the link was http://travel.state.gov/dv2005.html; for this year it's going to be something like http://travel.state.gov/dv2006.html, I guess.

there are several sites and companies that write to you the standard application for it,

but you can apply for it yourself. it's every october-november, a very specific time and you need very specific info to apply for it.

if you don't want to wait for that long, and just plain NEED a licence to stay, get married with an american, so at least you can stay with other than 90 day turist visa.

Yep it is free.. however make sure you fill out the documentation correctly and put the right mail address on it.

Also it mentions it, but you have to send during certain dates you send too early or too late and it won't be added.

As far as I know, an email doesn't really matter as they send you a confirmation only to your postal address. Also, as it's an online application now, you're simply not allowed to apply earlier or later as the site will only accept it during the specific period (last year it was Novermer and December). Another thing to keep in mind that multiple entries for the same person disqualify your application so be sure you or your friends/relatives don't do it more than once as it's so quick and easy now.
