Civil Service exams

I have to go and take an exam for a position in the civil service next week. The exam is split into three parts: numerical analysis, verbal reasoning and "what would you do?".

The first two sections are grand but the last one has me a bit stumped.

The example given in the booklet is: You're managing a team of people, including EO's and one HEO. The HEO is away on holiday. During his abscence it is brought to your attention than an EO is regularly clocking in for hours he's not present for. Do you:
    a. Keep an eye on the situation yourself
    b. wait for the HEO to return and alert him to the situation.
    c. Draft a letter to personell dept., copying it to the EO.

I figure the most correct answer here is b, but I really don't have any idea. Any advice? Thanks!

Well under normal circumstances it would have to follow a chain of command, but since his most direct superior is away, if you're the next in line it would fall to you to deal with the situation. So in short C is the answer, and B is the answer if the HEO was present.
