Le Parlement européen rejette le rapport sur la situation des droits fondamentaux

Union Européenne - Jeudi 1er avril, le Parlement européen a rejeté par 184 voix contre 177 (13 abstentions) le rapport sur la situation des droits fondamentaux dans l’Union européenne en 2003, rédigé par la parlementaire Alima Boumedienne-Thiery. Ce rapport, qui existe depuis 2001, intéresse particulièrement les gays et les lesbiennes, car il est rédigé à partir de la Charte des droits fondamentaux signée par le Conseil européen de Nice en 2000 et dont l’article 21 interdit les «_discriminations fondées sur l’orientation sexuelle_». Bien que l’ensemble du rapport ait été rejeté, il est intéressant de souligner que les recommandations liées aux droits des gays et des lesbiennes avaient toutes été approuvées par les parlementaires européens. Ainsi, ces derniers appelaient «_une fois de plus les États membres à mener une politique claire et cohérente pour combattre la discrimination à l'égard des personnes homosexuelles_». Les parlementaires avaient aussi apporté leur soutien au mariage et à l’adoption pour les homosexuels. Le Parlement européen s’était prononcé pour la première fois en faveur du mariage et de l’adoption pour les homosexuels, lorsqu’il avait adopté, le 4 septembre 2003, le rapport sur la situation des droits fondamentaux dans l’Union Européenne en 2002 (lire Quotidien du 8 septembre 2003).

European Union - Thursday 1 April, the European Parliament rejected by 184 votes to 177 (13 abstentions) the report on the situation of fundamental rights in the European Union in 2003, written by the member of Parliament Alima Boumedienne-Thiery. This report, which exists since 2001, particularly interests gays and lesbians, because it is written based on the Charter of Fundamental Rights signed by the European Council of Nice in 2000 and of which article 21 forbids "discrimination based on sexual orientation". Although the whole of the report was rejected, it is interesting to stress that all of the recommendations related to the rights of gays and lesbians had been approved by the European Members of Parliament. Thus, the latter invited "the Member States once more to follow a clear and coherent policy to fight discrimination with regard to homosexual people". The members of Parliament had also given their support for marriage and adoption for homosexuals. The European Parliament had decided for the first time in favour of marriage and adoption for homosexuals, when it had adopted, 4 September 2003, the report on the situation of the basic rights in the European Union in 2002.
