Hidden space on hard disks?

I heard before that manufacturers over-engineer the hard disks to allow for certain sectors going bad. So if you had a large disc there could be up to a gig of hidden space. Is this the case and if so how would you scan for it and free it up? If this is a stupid question I apologise in advance.
