    What's it called?
    What Icon does it use?
    Can you delete it?
    What OS are you using?
    What network are you on?

    Some info would be handy.....

Happened to me aswell. Its nothing malicious.

It appears sometimes after you use Outlook Express. I sent the file to Symantec for them to check it out. Tis nothing

Sounds like some kind of temporary file (the ~ is usually used in temporary file names). Some program may be using C:\Documents and Settings\<USERNAME>\Desktop as a temporary storage location, instead of C:\temp or C:\WINNT\TEMP.

    Strange.

Right-click and select properties. The full name may give you an indication as to what program is doing it.

    ah it's nuthin.
Sometimes I get it when I use visio.
I think it's a temp file of some sort but as to why it goes on the desktop?
Maybe it only happens when you open a file that's on the desktop.

It is nothing. A temp file created by some program for some reason
