I got an e-mail from someone who said he is selling Nokia 6600's for £200 and I immediately thought it was a scam. I then said I buy it if I receive the phone before I pay the money and he accepted. He said he will give me the UPS tracking number and I should then send the money. Is this safe?

That he gives you a UPS number is no indication of whether or not he's sending you a real phone. Could just be a box of old newpapers or the phone could be completely knackered. Might be good idea to contact ebay and ask their advice.

from experiences I had on ebay trying to get my hands on a new phone I wouldnt trust anyone on there. I went through with several sales, all of which turned out to be scams. People that had their accounts taken over and had false listings posted. I have a rather large collection of emails from ebay's security people regarding the sales I was in.

Escrow (recieve the product then send the money) is the only way to do something like this. For all you know the guy could send you a box of bellybutton fluff, tracking numbers only signify that a package has been sent, not what's in the package. Buyer beware!

[edit]if you want to get a nokia 6600, go to someone like expansys, mobilefun or any other reputable dealer.[/edit]
