I guess this is the best place to ask,

There's plenty of places that do it. First you need to decide whether you want the recipient to receive the alert free of charge (just like any message) or whether you want to charge a premium to receive the message. If it's free to receive there are plenty of comanies who can help you wuth bulk SMS. One that comes to mind is textbynumbers.com. Generally, you pay a set up fee and a rate per message that decreases as volume increases. Can be as low as 4.4c per message. Some foreign operators are cheaper.

If you feel that the content is of value then you might want to charge a premium. This is normally done through a short code i.e those 5 digit numbers starting with a '5 'in ireland or '8' in the UK. There are a number of service providers such as Zamano or Puca who can help you here. You will have to register your service with RegTel and there is a code of practice. Remember, you may only see 50c of a SMS that costs €2 for the recipient to receive. The mobile operators, service provider, tax man and RegTel all take their cut before you!

Either route, your big task is to acquire your numbers and to insure that you provide a quality service that is viewed as spam by the recipient.
