    do they fine if u go over the limit ? are they strict with it ?

    It's not so much a "limit" as a "download allowance". As the FAQ says
    If you go over this generous limit then we reserve the right to charge you for any additional data (at 3cent inc VAT per MB)
    So it's not, by any stretch of the imagination, a "fine".
    are they strict with it ?
    Not so far, AFAIK, but you shouldn't count on that continuing.

    Has anybody got a definitive answer whether the cap is up and down or just down. There is alot of talk its both ways - but I've never explicitly seen it spelt out.

    It's for up and down.
