Stupid stuff - was the 98 PC logged in ?
Also can each PC see shares on itself by UNC name ?
    start run \\127.0.0.1
    start run \\mypcname

Make sure you're not running a personal firewall, and that the Guest account is enabled on both machines.

ie. if you can't see shares on the local machine then bugger all chance of the other machine seeing them

Hang about It's X bloody P - are both machines on the same Workgroup / Domain name - else they will still IP to each other but get snotty about Microsoft protocols..

Have you tried setting up an account on the XP box that corresponds to the username/password you're logging into 98 with?
Can you access the shares by \\pcname or ip address from a run box?

On the win98 machine you must be logged in as someone.
Make sure your primary login on this machine is set to microsoft networks.
Then on the XP machine make an account the matches the account that you logged into the win98 machine with.
Make this account a member of the administrators group on the XP machine.
If the IP address of the XP machine was e.g. 192.168.0.102
Then on the win98 machine you would type
\\192.168.0.102\c$ (Start run) and you should see the winxp's C: drive.
To do it the other way around:
Share out a drive or a folder on win98, set a password on it.
Making sure the sharing mode is set to share level access.
Then on the XP machine type
\\192.168.0.103\c (Assume sharename is c and IP of win98 is 103)
Then XP should prompt you for a username and password, enter any username you like and the password from earlier.
