you could write to bbc or rte and ask them really nicely for a copy. or give them money.

BBC will sometimes distribute copies of their shows (eg Horizon) if you can convince them you are a teacher/lecturer and are using it for educational purposes. Don't know how much it would cost tho. Can't imagine it being as cheap as an off the shelf purchase. So unless you're REALLY determined to get this and moneys no object then I wouldn't bother contacting them.
