Where would I find a cheap patch cable tester in dublin?

Considering all I want is a 'yes, ok', 'not ok', I don't want to have to fork out 50 quid for something I'm not going to use that often...

try compgeeks.com, they may be in the US but they ship here, and shipping isnt to bad, about $33 shipped for one.

There is a small handheld device from microtest called "microscanner". It will do simple wiremaps, cable tracing, cable length and office location.

The cable length feature is quite acurate and the device will also give a good indication if you're connected to a hub etc.

It was about £400 2 years ago.
Try Wood communications or Deerings ltd.
