Here are what I think Gouken's match ups are, though it's just my opinion. I've given reasons for ones that may be controversial:

Dan: 6-4 (Very easy to zone)
El Fuerte: 6-4
Hakan: 6-4
Ibuki: 6-4 (Can easily get out of/punish kunai vortext)
Juri: 6-4
Balrog: 6-4
Guile: 6-4
Chun Li: 6-4
Zangief: 5.5-4.5

Cody: 5-5
E.Honda: 5-5
E. Ryu: 5-5
Gouken: 5-5
Ken: 5-5

Yun: 5-5 (used to be very bad, now that yun is neutered perhaps not so bad)

Sagat: 4.5 - 5.5 (Pretty even match up, but gouken has bad reversal for dealing with knee pressure and no two hit fb)
Sakura: 4.5 - 5.5 (I think gouken's ability to zone sak makes up for sak's ability to pressure, mostly)

Yang: 4.5 - 5.5 ( Don't really know, but haven't really lost to any yang's since 2012 )

(Can be rough vs decent mixup Akuma's but in general Akuma's poor health can be abused given half a chance - Bad Akuma's are dead in a few combos - Sadly most I face are said bad Akuma's).

(Worst mirror match in the game imho and I'm not saying that just because I play Balrog)

Blanka: 5-5
(Matchup is in Balrogs favour, I just never get to play Blanka enough for the experience against him - 50/50 in most cases)

(Similar to Akuma with exception to her being easier avoided and easier punished)

Cammy: 4-6
(Apart from decent wakeup abuse, Cammy got a hard time getting in to do anything else)

Chun Li: 5-5
(Chun's favour but ironically I enjoy this matchup and have had decent success with it thus far)

Cody: 5-5
(Find quite a lot of Cody's lately, had to contend with B ranks as well as a sparring partner who swapped to him and knows his stuff - Overall I wager it's very very slightly in my favour most of the time)

Dan: 4-6
(No opinion)

Dee Jay: 4.5-5.5
(Like Guile matchup, but easier to get in)

Dhalsim: 4-6
(Falls into the same old 'I can annoy you but will die if you just happen to land anything' category)

Dudley: 4.5-5.5
(Everyone knows this favours Balrog, even Rog with Ultra 1)

E.Honda: 5-5
(I love & hate this matchup - Ultimately it's one of the most even so no complaints)

El Fuerte: 4-6
(Again, 'annoying/squishy' category)

(It's Ryu, just... Not as bad)

Fei Long: 5.5-4.5
(Don't mind this matchup though Fei seems to have on par pokes and safer options overall)

(Love this matchup, play with a sparring partner since Vanilla and always a tug of war)

(Love & Hate this matchup - All rides on who is the more successful aggressor but even nonetheless)

(Unlike the regular shoto's, Rog doesn't seem too phased by Oni's kit)

(It's Guile... Just with different hair and much easier to splash all over the place)

(Despite all the changed [super/aoe] I still have struggles against the majority of Fágats)

(Pretty sure it's Rog favoured but I tend to pay too much respect to the grappers and eat more 360's than I should)

(Met a few who are perfectly capable of kicking my ass... But he's still squishy as hell and so easy to dizzy, can often turn all a Vega's hard-work around and claw out the win)

Yang: 5-5
(Ironically I've not met enough of the Twins to form a solid opinion - Beaten some, lost to some, undecided)

Zangief: 6-4
(Matchup has been debated to death on the Balrog forums... Way I see it is much like Abel... Yes, I can keep Zangief out... But thats not always guaranteed. Balrog can't really do much other than keep him out whereas Gief can mixup, vortex and scare/pressure - Loathe this matchup)

Free as a bird:

T. Hawk: 3-7 (If Guile is on form, just no way in)
Dan: 7-3 (Non fireball shoto = free to Guile)
Dudley: 3-7 (Dudley has great trouble getting near Guile)
Dee Jay: 3-7 (Guile completely decides tempo of match and can force deejay to approach whenever he feels like)
Gen: 3-7 (Gen has virtually no way in, air throwing wall dives are especially humiliating I've heard)

Easy enough

Cammy: 4-6 (DB > Cammy, also cr hp OS)
E.Honda: 4-6 (At least Honda can apply a lot of pressure if he does get in)
Gouken: 4-6 (If a top Guile is on form Gouken's not getting near him)
Guy: 4-6 (Guile seems to have an answer for everything Gut tries)
Yang: 4-6 (by reputation- I haven't played any)
Yun: 4-6 (ditto)
Cody: 4-6 (If Guile can keep him out- and he can- its a tough match)
Vega: 4-6 (Rare match where Guile can almost attack mindlessly)
Rufus: 4-6 (cr hp OS is amind game all to itse;f against Rufus)
Ryu: 4-6 (Ryu pwns at close range but a lot of Guiles stuff shuts him down)
M. Bison: 4-6 (better than it was, but still difficult)

Even (or thereabouts)

Adon: 5-5 (From personal experience, dunno how the pros rate it)
Balrog: 5.5-4.5 (hate this match. hate hate hate. But I think an on point Guile can win.)
Chun Li: 5.5-4.5 (Comes down to mind games once Chun gets U1)
Hakan: 5-5 (not much experience)
Ken: 5-5 (Classic SF4 Guile match, Guile owns at distance, loses badly up close. Becomes game of tag.)
Makoto: 5-5 (Same as Ken)
Sagat: 5.5-4.5 (Guile has a sweet spot where his normals kill Sagat, not as bad as it used to be.)
Sakura: 5-5 (same as ken/ makoto)


Getting tough...

Blanka: 6-4 (unblockables, ch knockdowns, blankas who say this is even are talking out their arses)
El Fuerte: 6-4 (makes Guile guess. All good Guiles hate guessing)
E. Ryu: 6-4 (any unmetered fireball with endurance owns guile.)
Fei Long: 6-4 (Not as bad as it was, removal of CH nerf to Guile makes it much easier)
Juri: 6-4 (Juri can be tough in 2012)
Oni: 6-4 (See E Ryu)
Rose: 6.5-3.5 (Not as bad as some make out, patience can win this match)
Zangief: 6-4 (Though maybe I just need to adjust to new SPD range).

FFS:

Abel: 7-3 (Guile knockdown + abel OS = guile loses)
Akuma: 7-3 (Guile's so free to Akuma on wake up it's silly)
Ibuki: 7-3 (Same as Akuma)
Seth: 7-3 (Too many mix up options means even Deiminion throws out random FKs against Seth )

Pick another character:

C. Viper: 8-2 (Everything is a guess. There's very little a Guile can do against her)
Dhalsim: 8-2 (without his super meter, Guile just cant compete with Sim.)
Guile: (10-0 to the Guile who shades of victories first)

T.Hawk: 7 - 3 ( Juri's zoning completely destroys T.Hawk ability to get in, with T.Hawk having to use meter to get in, which was only a AE2012 innovation )

Abel: 5 - 5

Adon: 5.5 - 4.5 ( A well timed s.mk can stuff ALL of Adon's dive kicks )

Akuma: 4 - 6

Balrog: 4 - 6

Blanka: 4.5 - 5.5 ( Juri can easily stuff blanka balls with well timed pokes but the match is still slightly in blanka's favor imo )

C.Viper: ? - ? ( I honestly haven't played enough good Vipers to pass properly judgement )

Cammy: 4 - 6 ( Cammy's damage buffs in AE2012 hurt, still nowhere as bad as it was in Super )

Chun-Li: 4 - 6 ( On simple reason: ex-lightening legs into Ultra 2 )

Cody: 4 - 6

Dan: 5.5 - 4.5

Deejay: 4 - 6

Dudley: 6 - 4

E.Honda: 3 - 7 ( Horrible, horrible match up for Juri. It's always being one of her worst matchs up imo )
