In the days of the RIC, the police force in Dublin city was called the Dublin Metropolitan Police (DMP), they were merged into the Garda Siochana in 1925. Given the difficulty of engraving or stamping a word as long as 'Metropolitan' on to a cylindrical whistle, it's possible that the members of the DMP were issued with that whistle up to 1925.
