You won't loose any thing just as long as its only the installed file(around 6 gigs) you delete.

when you go into the storage area to delete it, it will have files relating to their content, i.e. DLC Drop 15 , Replay17 etc, you only want to deleted Mw3 Install - should be about 7gigs or so, it stands out compared to the rest.

Before you delete them just try and download them again. I had the same issue and downloaded them again. It just went from 0 to 100% for each of the DLC in about a second each and then everything worked. Saves a bit of time.

BTW You need to download every piece of DLC that you have again. Even the ones that are working.

Downloaded collection 2 lastnight. Just the 3 multipayer maps.
It says they're installed. If I go into a private match it I can play them no problem. If I go into a public lobby - no sign. Also, it has the "playing with original maps only" at the multiplayer screen.

Like above, try signing out of XBL at the MP menu, then sign back in

I was having the same problem, I uninstalled the Game and all works perfect now.
