Is the so called "Digital dividend" plan "fools gold"?

Either is should remain TV broadcast band for HD, 3D, 4K HD etc

Or it should be Fixed Wireless which unlike Mobile (even LTE / 4G) is real Broadband and is up to x16 more efficient in Spectrum use.
