Capcom said it's up to Level 5 whether or not it's localised. Considering the Professor Layton games are one of the best selling on the system in Europe, I'd say it has a chance.

Capcom's Christian Svensson has declared that it is up to Level 5 whether or not Professor Layton Vs Phoenix Wright will be released outside of Japan.
