I agree with advice above re experience because that is what will stand to you these days but I wouldnt apply to anything without at least a BA in communications/ PR.
I know that some ITs do undergrads in it and there are quite a few postgrads, with MA in DIT being the most well perceived.
I would suggest applying to a course of your choice and doing all the PR work experience (it'll be unpaid but really stand to you) you can get your hands on. There are a number of areas in PR so it would be wise to work out early which area you would like to work in so you can tailor your course projects and work experience to that goal (e.g consumer, corporate, public affairs, fashion, charity....)
