The Image gives a 404 not found error.
The pic has been deleted for some reason, or wrongly linked.

Might it have something to do with deleting cookies or clearing the cache?

The image doesn't exist. It's possible the reason some people are seeing it is because they have a cached version of it before it was deleted.
