Waterford City Bypass

Hi folks,
Two quick questions regarding the Waterford City Bypass.

- On the stretch in the direction of cork there is what looks like a third lane in stretches on the far right against the central barrier but higher then the existing lanes. This extra "layer" also has white diagonally painted road markings (similar to the yellow ones often seen on hard shoulders). What's the point in this?

- What are the odds the road will be given motorway status in the future?

that is on a bend and it gives greater visibility around the bend allowing you to travel at a safe 100 Km/H while maintaing sightlines

Without it you would not be able to see far enough ahead due to the concrete central barrier

Edit: This really belongs in either the Infrastructure or Waterford City forum

Given that there is only one other bridge in Waterford, I would say slim.
