IP Address Conflict

I've started getting pop-ups saying something along the lines of

"IP address conflicts with another on the same server"

could this be a neighbour picking up oure wireless signal?

It could be your neighbours. are you using more than one computer in your house? one of them may have a static ip set-up.

this message is coming up when using the desktop, not sure what static IP means

You have more then one machine assigned with the same IP address causing the error. You need to check both Laptops and the desktop to see which two have the same IP address and change the IP address on 1 only.
