How to join engineer's Ireland without paying a fee?

My friend was in the middle of doing his BA in computer science and some how joined engineer's Ireland in a limited way, without paying any fee.

How was this done?

I thought it was strictly for engineering qualifications and that you had to have a qualification to be eligible to join.

What are the benefits?

The BA in Computer Science, Trinity is accredited by Engineers Ireland, click here to view all accredited courses http://www.engineersireland.ie/services/programme-accreditaton/accredited-programmes/

Students studying accredited courses can apply for free student membership, click here to apply online http://www.engineersireland.ie/forms/student.php?stepID=1, in your final year you will receive the Engineers Journal free of charge.
