Polygon overlay google maps

It's not google map which means it's sometimes better, but sometimes worse.

If the quality is OK for you get familiar with JOSM: http://josm.openstreetmap.de/

There is a whole bunch of software that works with OSM: http://wiki.openstreetmap.org/wiki/Software

If you have you data formatted in a consistent way you should be able to find a way of making that overlay using some import method instead of find&click manually.

P.S. Search for importing xml to JOSM
