O2 apparently no longer will send texts to SA due to a change in agreements... whatever that means.

    See here:

    http://community.o2online.ie/t5/Coverage-Roaming/Texts-to-South-Africa-not-being-received/m-p/626690/highlight/false#M12643

The relevant quote from the community manager was:

"The agreement with SA has changed so texts will no longer deliver to networks in SA

We can't advise if this will change in the future"

Can anyone comment on Comreg's role on regulating this type of issue?

    I found :
"In addition to its licensing authority, ComReg oversees the commercial terms and relationships between network operators and other operators, service providers and subscribers. Accordingly, ComReg oversees interconnection and facilities access terms and conditions, wholesale and retail price controls (including implementation of price cap regulation for the dominant fixed line operator, Eircom), and the operation of industry groups such as the Consumer Group Forum, the Numbering Advisory Panel and the Operations and Maintenance Forum. "

    on http://www.ictregulationtoolkit.org/en/PracticeNote.aspx?id=1224

but nothing specific on the comreg site, which seems to be very light on actual paperwork.

This is clearly unacceptable, and is surely in violation of terms of agreement/service for all O2 users.

Can anyone comment on the role that Comreg plays in interconnection regulation?

Comreg only regulate things that make money for them for everything else they simply don't care

Yep, in this case, Comreg are only concerned about Irish termination, such as to the emergency services (999/112). Its up to O2 to termination to countries like South Africa, it would be impossible to terminate to every number in the world.

So let's say hypothetically that you are an O2 customer half way through an 18 month billpay contract who needs to send texts to South Africa. Could you break the contract because the terms and conditions of the contract have changed? Like maybe you signed up to O2 with the understanding that you could send texts to SA?

If they change the fixed monthly price they would have to give you the option to cancel within the contract term.

The best advice I can give is go through your contract.

Thanks. I was asking the question out of genuine curiosity -thankfully I'm not being personally affected by either scenario :)
