Hi all,
Vanilla are planning an update to the site on April 24th (next Wednesday). It is a major PHP8 update which is expected to boost performance across the site. The site will be down from 7pm and it is expected to take about an hour to complete. We appreciate your patience during the update.

    Pretty sure its the gards that do it. Unless this has changed recently

    I wasnt sure if it was the gardai just gave the all clear then forwarded it on to be issued

    The NTA issue the licence but at local level it is administered by the local authorities

    There are separate licences and permits involved. The NTA, RSA and Garda are all involved in some part.
    Some of the functions are, of course, outsourced.

    Taxis / hackneys / limousines.
    * Driving licence - can the driver drive safely? RSA.
    * Taxi driver licence - is this person an appropriate person to drive a taxi? Commercial NTA, with checking done by Garda.
    * Taxi licence - is this vehicle appropriate for use as a taxi? NTA, with testing done by RSA's NCT service.
    * NCT - is this vehicle safe appropriate for use on the street? RSA.

    Buses and coaches
    * Driving licence - can the driver drive safely? RSA
    * Bus driving licence - similar to an ordinary driving licence, but with additional restrictions and testing requirements. RSA. There are also likely some background checks done on drivers by the Garda.
    * Bus licence - is this operator entitled to operate on this route? Commercial licence from NTA.
    * 'DoE' test - is this vehicle safe appropriate for use on the street? RSA. Vehicles used by the public will need to be to a higher standard than those used privately.

    It's a bit of a bizarre situation at the minute. You pay the NTA, take your documentation to the Gardai to be validated, the Gardai issue you with the licence (the white paper one) and they forward your application to the NTA who issue the ID cards.

    An Garda Siochana are the driver licensing authority for small public service vehicles. The National Transport Authority administer an entry test and ID cards once the test has been passed and the candidate has been successfully vetted by the guards.

    The following process should provide you with the information needed to obtain a small public service vehicle (SPSV) driver licence:

    In order to drive any class of small public service vehicle (SPSV), you must hold a SPSV Driver Licence. To qualify for a SPSV driver licence a person must hold a current driving licence and must pass the SPSV Skills Development Test. They must then apply to An Garda Síochána for their SPSV driver licence.

    The NTA have outlined below the steps required to obtain a SPSV Driver Licence. There is additional information and tips on preparation for the SPSV Entry Test to be found on the NTA website: www.nationaltransport.ie under the headings Taxi > SPSV Skills Development Programme.

    Step 1: Download 'The Official Manual for Operating in the SPSV Industry' 3rd edition from www.nationaltransport.ie.
    Step 2: Prepare for the SPSV Entry test, which comprises of an Area Knowledge Test and an Industry Knowledge Test. Book the SPSV entry test by calling 1890 340 123. When the test is passed, a Skills Development Certificate will be posted out within 6-8 working days.
    Step 3: After passing the test, pay the licence fee to the Authority by calling 0761 064000. The fee is €250 and a receipt will be issued by the NTA in 3-5 working days.
    Step 4: Take all required documentation, listed below, to your local Garda Station –

    1) Receipt for payment of licence fee,
    2) Skills Development Certificate,
    3) tax-clearance certificate (TC2), A Tax Clearance certificate can be obtained from Revenue, the contact number is 1890333425.
    4) full driving licence,
    5) photos X 3, and any other documentation required by An Garda Síochána.

    A PSV15/18 form must be completed in the presence of a Garda.

    Step 5: Await further communication from the Gardaí while you are vetted etc. This may take up to 12 weeks.
    Step 6: The Gardaí will notify the NTA when a licence has been granted, the NTA will then issue driver identification, display and smart cards.

    Does somebody know that there are one day courses for spsv test-€150, somewhere in a hotel, Dublin airport area, does it is useful?
    Maybe somebody was/hear about.
