Have u tried your local pound? Its a longshot when your looking for a particular breed but its worth a look.

Honestly if your paying that kind of money for a dog(I believe they're over €1000) then get the papers. Anyone not registering a litter won't be health checking the parents and with dogs like bulldogs thats a must. Look up the Irish Kennel club website and there's a list of breed clubs, contact them. Or go to a show and meet some breeders that way.
Really research the breed, there are some serious health problems and you need to know what health checks should be done, etc.
Please don't buy unreg dogs, to register litters there are rules, its just supporting people who breed for the money and don't care about the welfare of the dogs.

As said above try calling around rescues, but doubt you'd get bullies in.

You're right on the postal thing, it's a scam. You pay the money and no dog arrives.

From reading threads on here, there are a few things you need to look out for.

    Never trust a breeder, who:
    1. Doesn't want you to see the dog before buying it and/or wants to "courier" it to you
    2. Asks "which ones" when you ring up to enquire about his puppies
    3. Isn't interested in you or what you intend to do with the dog(s)
    4. Cannot produce IKC registration papers (if you're buying a pedigree animal)
    5. Is eager/willing to give you the pup before it's 8 weeks old
    6. Has not microchipped the pup before giving it to you

Other posters will probably have more to add.

maybe give the IKC a ring and get the number of registered breeders or the head of a club(if there is one), they should be able to point you in the right direction. Good luck in getting a pup, exciting times:p

Do keep an eye on the shelters and pounds. We have homed two this year alone so not all that uncommon! You may have to wait but worth it in the end! Be very careful if you do go looking for a breeder and read up on all health issues (the bullies have quite a list!) remember to see both the mother and father if possible. Good breeders can often have a rehoming policy where they will home dogs they have sold whose owners are not keeping them for whatever reason thats how I got my lad so loads of options out there!
