Toshiba Tablet M4 laptop won't power on

Hi , I don't have much experience in tablets , i have one without hard drive, memory , battery and optical drive. I put the memory in and use 15v power supply its not power on , no sound , no post , no fan spinning seem no power going into it. any advice.
