I applied for the 2012 diversity lottery on the official free site and received my confirmed application status. I have never worked or been to US before so am wondering why I got this tax related…

Hope I got the right thread but I'm curious as to why I have recieved a W8-BEN form recently from an American broker company. I have never worked or been to US before so am wondering why I got this tax related form. Is this normal? Rang US embassy in Dublin and a lady in visa section said to ignore it. Bit baffled by it. Can anybody enlighten me?
