Economic Papers/ Articles about restricted monetary policy under fixed exchange rates

    Hi all,

    I have to write an essay for an international money and finance course I'm taking. I'm thinking of writing about how fixed exchange rate systems restrict monetary policy and can tie the hands of economic policy makers in times of economic turbulence. We have to compare two case studies in the paper, so I was thinking about talking about Ireland's current bleak situation given the ECB's inflationary target obsession, and then maybe comparing this to somewhere else (any ideas?), maybe in Latin America, which had a fixed exchange rate during a severe economic downturn. I'm figuring there must be somewhere which fits the bill! :)

    Anyway, as I live in Australia now, I'm not as in touch with alot of the economic articles regarding Ireland's situation as I'm sure alot of you guys would be. So if you know of any decent academic papers/ newspaper articles that have talked about the ECB's policy and how it relates to Ireland's current situation, I'd really appreciate it if you could let me know.
