Unlocked PAYG O2

Hi Can anyone confirm that the Galaxy S4 on O2 prepay is unlocked. If i ask in the shop they generally say that all the phones are network locked, but in the past whenever I've bought a PAYG handset from O2 it has always been unlocked despite what the store assistant says any ideas people ?

All mine have been locked. Where are you getting them carphone warehouse some of them can be unlocked.
