    "Commission appoints Consumer Liaison Officer

    European Competition Commissioner Mario Monti today announced the appointment of Juan Riviere y Marti to the newly created function of Consumer Liaison Officer within the Commission's Competition Directorate General. The Commission announced the post in December 2002 in order to ensure a permanent dialogue with European consumers, whose welfare is the primary concern of a competition policy, but whose voice is not sufficiently heard when handling individual cases or discussing policy issues.

    The tasks of the Consumer Liaison Officer will include:

    * acting as primary contact point for consumer organisations, but also for individual consumers, by establishing more regular and intensified contacts with consumer organisations.

    * alerting consumer groups to competition cases when their input might be useful, and advising them on the way they can provide input and express their views.

    * contacts with National Competition Authorities regarding consumer protection matters.

    The creation of the post is also designed to intensify contacts between the competition and other DGs, most notably with the Health and Consumers Protection DG.

    Juan Riviere y Marti has been working in the Competition DG since 1989. He last was an Advisor to the Policy Development and Coordination Directorate.

    The creation of a post of Consumer Liaison Officer within the Competition DG was announced by the Commission in December 2002, when it adopted a package of reforms concerning the control of mergers in the European Union. Like the Chief Competition Economist, a post also created by the Commission at the time, his role is not confined to the merger control area, but also concerns the antitrust field - cartels and abuses of dominant positions - as well as other competition cases and policies.

    The announcement of the appointement of Mr Riviere y Marti to the post was made at the Competition Day, in Rome, today, an event created in 2000 at the initiative of Commissioner Monti to increase consumer awareness about the benefits of competition policy.
