Tattooing over tattoo

I have some Asian characters in black ink on my left shoulder that I've been thinking of covering over with something a bit less 'I was 18 and it was all the rage'. Can I get it tattooed over with a different colour ink or would I be confined to dark colours to hide it?

You'd need to ask a few artists, opinions seem to vary.

You can cover black with colour but it would need to a lot of a layers and will never look 100% (will be darker over those spots).
