I've got a loan of a friends 99 Subara Legacy 2.0GT for a couple of weeks. He's away and we picked up up directly from getting service / WOF (NZ's NCT).
The power steering motor is making quite a racket when steering at low speeds. Nothing was said about this to my wife who actually collected it from the garage.

The level in the reserve bottle is way over the maximum line, is this likely to be causing or partially causing the problem? Prob a cm deep of fluid above the max fill line.

It should cause much trouble but for peace of mind for yourself use a syringe and suck out whatever to bring it down to the correct level. Make sure the car is on level ground.
