You have the name and address as they were that dumb to put bank statement in bag.

Wasn't a bank statement was only a note of the account number and sort code

If there's bank account details just written on a piece of paper then it's probably more likely to be somebody else's that the person who dumped the litter was paying, rather than their own account. Why would you write your own account number and sort code on a piece of paper?

I'd also be of the opinion that data protection laws would preclude the bank from divulging details of the account owner, unless litter wardens have some legal powers that I'm unaware of.

Supermarkets give the details of clubcard numbers litter wardens find on receipts, there's no harm checking with the litter warden.

I know of someone who received a litter fine because the warden found the receipt that was given at the time of an ATM withdrawal.
She said she'd put it in the bin but it presumably blew out.
The bank obviously gave out her details in this instance.
This was over 10 years ago.
