What is the story with these vans? Are they legally allowed use bus lanes? What about the speed limits? I even heard if there in a tip with another car they are not allowed stop, this cant be true surely? Every day I see these vans speeding up and down bus lanes all over the city, the oscar traynor road been the worst.

These regularly drive down (north) grafton street after 11 am most days

I'd say there's no legal basis for this but sher, it'll be grand

Oscar Traynor Road is 60km/h for most of its length.

I suspect they are operating under an exemption and will have had specific instructions from the Garda for dealing with specified situations.

    http://www.irishstatutebook.ie/2010/en/act/pub/0025/sec0087.html
    Exemptions for emergency vehicles.

87.— (1) Requirements under the Road Traffic Acts 1961 to 2010 relating to vehicles and requirements, restrictions and prohibitions relating to the driving and use of vehicles, other than those provided under sections 49, 50, 51A, 52 and 53 of the Principal Act, sections 12, 13 and 15 of the Act of 1994 and sections 4 , 5 , 12 and 14 of this Act, do not apply to—

    (a) the driving or use by a member of the Garda Síochána, an ambulance service or a fire brigade of a fire authority (within the meaning of the Fire Services Act 1981 ) of a vehicle in the performance of the duties of that member, or

    (b) a person driving or using a vehicle under the direction of a member of the Garda Síochána,

where such use does not endanger the safety of road users.

    (2) Section 27 of the Act of 2004 is repealed.
However, if they are over-doing it feel free to report them to the local station.

I've seen Cllr Mannix Flynn give out about them a few times now at council meeting etc.

It one of those things which should be regulated and not just under the direction of the gardai.

Their behavour on pedestrian streets and general footpaths etc often leaves a lot to be desired.

Yes, like the idiot who was reversing right up to the front entrance of the Jervis Shopping Center on Henry St. !!!!

Seriously reversing right up to almost against the door of one of the busiest shopping centers in the country, surrounded by hundreds of pedestrians.

At least they shouldn't be allowed to reverse like this, I can't understand how it would make any difference over simply pulling up. And really they should be made to use the delivery entrances like all others.

    (b) a person driving or using a vehicle under the direction of a member of the Garda Síochána,

I always understood that to mean that the Garda was actually in the car, directing you.

    Life ain't always empty.

I used to as well, but it makes sense to allow leeway in certain specific cases.

Minimising time in traffic and time that crew are dismounted helps minimise the risks.
