Provisional licence/Learner Permit Confusion

    I have had a look through the forum but can't see the answer to my question so hoping someone can help.

    A few years ago my husband started to learn to drive and he had his first provisional licence. He did a few driving lessons and then time/money ran out so he didn't do any more. I think this would have been in 2009 but could have been early 2010.

    So subsequently the new permits and rules for learner drivers have come in, and he now will be starting to learn again so needs to apply for a learner permit. Does he apply for a first or second? And do all the EDT provisions apply to him as he previously held a provisional licence? Thanks for any advice, we haven't been able to figure out a straight answer anywhere
