DVD Region Code and PAL/NTSC Question

Not sure if this is the right forum to ask but it looks like the closest match... What DVD regions work in Ireland? I know region 2 does but I have region 4 DVD's that work. I'm not sure if it's just these DVD's in particular as they are advertised as Dual Region but it just has region 4 on the cover. So just wondering…

Does anyone know if NTSC DVD's will work here ok too on a normal CRT tv?
