Do banks have different variable mortgage interest rates for new and existing custome

EBS have put up it's variable interest rate to 3.23% from May 1st according to medal reports. However they seem to have lower rates for new customers on their website. Are these just introductory offers and would you go to the existing customer rate after a period of time.
