Cop shows where they go to arrest the really evil bad guy

Underlings are murdered without warning or regard to the law or Geneva convention (this gets me in war films too - just about acceptable in things like the Dirty Dozen where it is established that anything goes )

The petty criminal who has a change of heart and risks everything to put things right dies.


The bad guy is arrested

and you know a good lawyer could get him out due to lack of warrants or due process.
